Head of Northeast China Programme Office (Changchun)

Major Duties and Responsibilities
Coordinates, develops, and implements the WWF conservation programme in cooperation with the office staff and all WWF implementing offices under the guidance and supervision of the Conservation Director of Biodiversity and Operations of WWF CPO;
Leads the Northeast-China Programme Office with its staff of currently 6 people;
Prepares and submits Amur-Heilong Eco regional plans in a timely manner to the Amur-Heilong Steering Committee and Tiger NI SHG; 
Prepares annual work plans, technical and financial reports, and budgets in a timely fashion and according to WWF network standards; 
Implements the conservation activities (Tiger NI, Forest, AHEC freshwater programme etc.) in the Chinese segment of the Amur-Heilong Ecoregion with the help of the region’s many partners and ensures the timely completion of each activity;
Ensures that WWF is building and maintaining a strong direct field presence in the region;
Coordinates with the WWF network Amur-Heilong team on trans-boundary conservation issues;  
Leads and implement the fundraising strategy for Changchun Programme Office to secure funding for implementation of the conservation strategy.
Provides support and reviews project proposals, Terms of Reference, and contracts for fund raising and conservation interventions in the region;
Explores possibilities for future cooperation with local authorities, communities, academic institutions, and other stakeholders to establish a network of existing and potential partners in the region;
Collects information and lessons from project sites or partners and communicates this material with the help of WWF CPO and other network programmes; 
Manages information related to the project and its achievements such as video, photos, documents, printed press articles etc. and archives them regularly;
Establishes a programme monitoring and evaluation system and a project database in order to address the needs of the WWF CPO and donors; 
Communicates regularly with the Amur-Heilong Steering Committee and the Tiger NI on the challenges and successes of the programme;  
Provides general WWF network support, e.g., hosting the annual Amur-Heilong Steering Committee meeting and Tiger NI SHG meeting; 
Provide support or host the business trips of WWF staff to NEC;
Fulfills other tasks required by the supervisor and WWF CPO;
Manages the day-to-day maintenance of the Changchun office and supervises WWF staff both in Heilonjiang, Jilin provinces and Inner Mongolia. 
 
Working Relations
 
a) Internal : 
Frequent contact with Head of Conservation Strategy, Directors of Thematic Programmes (Species, Forest, Freshwater and Climate and Energy etc.) in WWF CPO and other programme teams. Facilitates and ensures collaboration of Amur/Heilong Programme team with Communication, Marketing, Finance, Human Resources, and other administrative departments of the WWF CPO;   
Close and regular contact with the Amur/Heilong Steering Committee, Tiger NI and WWF Russia Far East Staff and with other staff throughout the WWF Network. 
 
b) External: 
Interacts with government aid agency and private sector donors, corporate partners, consultants, government, media, and other local and international NGOs.
 
Qualifications
At least eight years of work experience in environmental protection, conservation, or development project management;
Master’s degree or equivalent in natural resources, ecology, wildlife, forestry, conservation, or a related field;
A solid understanding of the principles of ecology, species conservation, natural resource management issues and politics in Northeast China and the Russian Far East;
Strong leadership, management, and communication skills;
Excellent communication skills in spoken and written English;
Excellent communication skills in spoken and written Chinese; 
Knowledge of Russian has advantage; 
long term working experience in an environmental NGO is an advantage;
Strong leadership skills and the ability to manage complex programmes; 
A dynamic, creative, and outgoing personality with a profound commitment to nature conservation;
Ability and strong interest in working with an international team of different nationalities;
Excellent computer skills (MS Office, Email, Internet)
